The reason why Facebook updates this feature is that they claim that ad volume does not tell much about the performance. HIgh ad volume doesn’t mean high performance. You may think that the more ads you are running, the more sales you will get. However, it’s not the way it is.

In fact, as Facebook says: “We discovered that four in ten running ads fail to exit the learning phase, and many of these ads come from advertisers running too many ads at the same time. For this reason, we’re implementing a limit on the number of ads each Page can run at once.”

Since the more ads are shown, the better the system can optimize their performances. If too many ads are being shown at the same time, then fewer of them exit the learning phase.
